If you dip a copper wire into silver nitrate, it will plate with silver immediately, as the copper combines with the nitrate, plating out the silver. I would expect it to occur on copper powder as well, but when you get to nm sizes, things can change. Copper powder is used as an additive in paints, and as a base for plating. http://www.caswellplating.com/kits/cupwdr.htm shows it available from them for about $1.50 a pound, far cheaper than silver's $5 and ounce price. I am sure in bulk it can be had far cheaper than that. However, I have no idea of the particle size for this. http://www.makin-metals.com/powders.html shows a number of grades of copper powder that are available from them. I am not sure size is that important, it is surface area that is important. Thus the dendrite copper powder may provide a good surface area to volume ratio. Their fine grain powder is 0-53 micron, and significantly larger than the low nm range. But I am not sure this is a problem. With silver you were working with a few parts per million. With copper powder being relatively cheap, about 1/50 the price of silver, you can afford to put more of it in the candle.
