The process is called sputtering. Basically a plasma will result in a stream of high speed ions toward the electrode if the polarity is correct. When an ion hits the electrode, it will knock a chunk of atoms (one or a few) off of the electode, which will then move with the plasma until it reaches something that is solid or liquid and cool, where it instantly condenses onto the surface. In the case of an underwater arc, the surface will be the water/steam interface of the bubble the plazma is in. If it is in a liquid, then instead of forming a mirror finish on the surface like it does on a solid surface, it will move into the liquid forming a colloid.
There is another similar process called evaporation, but this requires a rather hard vacuum, and red hot tempertures to accomplish. Marshall "Jonathan B.
