Actaully from what I can gather from the history, the cotton farmers are who got marajauna outlawed, because hemp was beating cotten in the marketplace. But they have gotten their karmic reward, because when synthetics beat out cotton for most applications, hemp turned out to the the only natural crop that beat out synthetics economically, but they then could not grow it despite trying to get the governement to lift the ban later.
