Hi Douglas, It would have to be similar to a dehumidifier in that it would have an evaporator and condenser and a compressor. The compressor would probably operate on Freon or a substitute and of course would use electricity. The 25 cent a gallon quote should be compared to what the KW cost is in their area versus yours. Not mentioned is maintenance which is a given with any mechanical device. I'm sure that would raise the average cost per gallon considerably.
And there is much more involved according to the info. Filtering, storage, etc. If you get a regular room dehumidifier and catch the condensate you can catch up to 3 gallons daily at about one tenth the cost or even less if you find one on sale.
