Yes, .9999 is the same as 99.99%. One is the decimal fraction, the 
other the percentage. If they leave of the "%" sign, they're expecting 
you to figure it out by context -- a reasonable expectation.

Maple Leafs are .9999. Silver Eagles from the US Mint are .999. Either 
would be acceptable for making CS.
