Many ciculatory issues can cause people, or parts of people, to be blue.
"Blue babies" is caused by a heart condition.
People with argyria are blue 24/7.
Benjy lost his blue tint within a few weeks and now he is about as normal a 7-year old boy as you might imagine. His lips and fingernails still turn a purplish blue when he gets cold or angry and that trait was exploited by the medical students back when Benjy was an infant.
He inherited his father's lankiness and his mother's red hair...
Red haired people generally have a translucent skin tone and quite often get really blue when cold or excited.
Most of the skin color shows as freckles. Some don't even have freckles.
They flash burn in the sun in, like, ten minutes.
Krishna and most Indian Deities are depicted as having blue skin.
Royalty was said to rule by devine right and were said to have been chosen by the "gods".
There was a big issue about keeping the blood lines pure.
They may actually be decendents of "Deities".
