William, I have nt heard os Selenium being applicable to blue nails but you should not exceed 400 micrograms of organically bound selenium for one month. Long-term supplementation is safe at 200 mcg.
More importantly, why are you getting blue nails?

There is specific evidence that increasing one's
intake of selenium and Vit E increases the body's
utilization of silver (and diminishes its tendency to
accumulate silver in the skin or elsewhere). The
corollary idea is that a deficiency of these nutrients
contributes to a susceptibility to argyria

If I had blue anything, I would supplement with those items.
