Might be that the plants need soil bacteria and your "thoroughly" 
sprayed CS disrupted that at least temporarily in the test plants?

As a foliar spray it won't effect the soil much, except for whatever 
drips accidentally. If it saturates the soil, it's likely to have a 
significant effect on the flora and fauna there.
