One of the saddest stories I know of is the widespread poisoning of villagers in India as a result of well-intentioned well-digging. The effort to supply villagers with safe water poisoned them over time; no one had been aware of the gradual leaching of arsenic from the soil. Good intentions resulted in an enormous health catastrophe. That must hurt terribly for those who tried to do their best.
