I think they may have been referring to cross contamination. That could happen to anything that is opened and say in a water bottle, is drunk and some of the fluid runs back into the bottle after being in the mouth. "Back flow". Also possible with medicine droppers. Where the eye dropper squirts the medicine out but the person is not careful and lets the pipette come in contact with some surface and brings it back into the bottle. The European shaker bottle address some of those concerns.
Otherwise I would not see any problems, CS may fall out of suspension, or worse bond with some element within vinegar 0r alcohol or cayenne. I wonder if there is a test that could check that out.
