I thought part of the healing power of Honey or Sugar for external application was in the osmosis (spelling) the drawing in/sealing off the wound. Sorta dehydrates the infection. If that were the case the microbogicaly activity would not matter. Although IMO, everything helps, and Raw is optimum.
It has been proven, both scientifically, and anecdotally (my own personal experience) that it does indeed matter, greatly. The more adulterated (heated/processed) honey is, the less effective it is. Raw is vastly more effective in all cases.
This is not to say that adulterated honey won't provide *any* benefits... it may, indeed, provide som. I have heard that sugar all by itself can heal many wounds - but (raw) Honeys healing properties go far beyond that. It works miracles on burns (even extremely bad burns), and will remove scars like magic (takes a little time though - the bigger/deeper the scar, the more time it takes).
