I want to build a couple of LED navigation lights for my sailboat, each 
of which may require more than one series string of LED's to cover the 
arc uniformly, thus my need for 20, 40, or 80 ma, depending...

Depending on the voltage drop of the LED's used, 3 or 4 per string for 
two strings will draw 40ma and give constant brightness from about 8 or 
9 volts up to the 16v or so that is a reasonable design max in a 12v 
system. The assembly ends up potted in resin for corrosion resistance. 
As much as it will be used, it should be all but permanent.

Using something like a 7805 makes perfect sense. Cheap and readily 
available. I don't need anything esoteric.

I will almost certainly buy my anchor and stern lights from them. Their 
prices are better than anything I could cook up myself and I like the 
way they do business. My red/green running lights are in such small, 
unusual fixtures, however, that I'll have to roll my own.
