Get a power supply, a wall wart is fine, should cost you about $5 or $10. Get you a motor to do the stirring, or a pump to recirculate the water to stir it, should be about $10 or so. A container to put the water and electrodes in should be able to be found for no cost. Pick up a constant current diode, you should be able to get it for around $5. For the reverse polarity switching, get a cycling relay, such as http://www.grainger.com/Grainger/wwg/itemDetailsRender.shtml?ItemId=1611760064 which you can get for about $100.

All in all you should be able to build on up for about $125 or so.
