If the mercury is leaching from the surface, probably so.
If it is leaching in from the roots, probably not...but they do install a
barrier under fillings. [Well, My dentist always has ]
Be also aware that there are many environmental sources of mercury and
teeth may not be the major portion of the problem at all.

The battery effect, if any, makes silver ions go to the amalgam
whereupon the available mercury [if any is available] absorbs the silver
and further hardens the amalgam.
Silver will plate copper etc by natural battery effect, but copper
won't plate silver..
A gold crown can attract silver ions out of a silver filling, though.
...something about relative electro-potentials...??
