you know - it is not very hard
just download sim, get branches/debian from sim's svn, copy (or ln -s) debian/ 
dir into the dir with sim sources and then run debuild. see man debuild and 
man dpkg-buildpackage for details about debuild

on the other hand - why you need to build? sim is available for ubuntu, check 
at http://packages.ubuntu.com/sim
