Yes, that's because occupied state exists only in icq. For other states icon is combined from SIM icon + away, dnd etc icons. For occupied state there is only ICQ_occupied icon, no separate occupied icon.
BTW, was occupied state in common states list before switching to new logo? I think it shouldn't be there as long as this is ICQ-only state. Or you have only ICQ connection?
