BELGRADE: TALKS ON RELATIONS BETWEEN MONTENEGRO AND SERBIA CONTINUED MEETING OF DJUKANOVIC, SOLANA AND KOSTUNICA Podgorica - Montenegrin and Yugoslav Presidents, Milo Djukanovic and Vojislav Kostunica, will talk today in Belgrade with the European Union's High Representative, Javier Solana, about the reorganization of Yugoslav Federation. Announcing that meeting, Solana said that Montenegrin - Serbian discussions were moving in positive directions and that today's meeting in Belgrade would contribute to the progress in solving that problem, Podgorica's media write. BRUSSELS: 10 OUT OF 12 PRINCILPLES OF THE UNION OF MONTENEGRO AND SERBIA ADOPTED ECONOMIC AND MONETARY ISSUES ARE NOT SOLVED Podgorica - In their discussions so far, political leaderships of Podgorica and Belgrade have coordinated ten out of twelve important principles of future union of Montenegro and Serbia, while two unsolved issues are related to currency and economic system - Podgorica's media write, quoting agency sources from Brussels. European diplomats in Brussels claim that 12 important principles of organization of new federal state of Montenegro and Serbia are determined, and that they will be subsequently worked upon by experts and turned into legal and institutional mechanisms. DPS PRESIDENCY SHORTLY BEFORE TALKS IN BELGRADE DIALOGUE IN THE FINAL PHASE Podgorica - Today's meeting of Montenegrin and Serbian top officials, with participation of the European Union's High Representative, Javier Solana, is the introduction into the final phase of Montenegrin - Serbian dialogue - said Igor Luksic, spokesman of Montenegrin ruling party, the Democratic Party of Socialists, after the last night's presidency session of that party. In yesterday's statement for Podgorica's daily "Vijesti", Luksic said that today's meeting of Montenegrin and Serbian officials and Solana in Belgrade would be the introduction into "giving the final answer to the question whether the temporary agreement is the solution for the constitutional status of Montenegro at this moment or it is the referendum in May". The DPS spokesman added that it was still to be decided whether March 15th would be the day when the outcome of Montenegrin - Serbian dialogue would be known and that there would be no obstacles for planned deadline to be extended for few days. THE ADVISER OF MONTENEGRO'S PRESIDENT, MIODRAG VUKOVIC: SWISS MODEL IS NOT A GOOD EXAMPLE Podgorica - Swiss model is not a good example for solving the future relations between Montenegro and Serbia - said the Adviser of Montenegro's President, Miodrag Vukovic, commenting on the statement of Yugoslav President's Adviser, Predrag Simic, on the proposal that the Federal Republic of Yugoslavia is offering to Montenegro for the solution of future relations between the two republics. Swiss cantons have the neither constitutional subjectivity, nor state capacity Montenegro has today - said Vukovic for Radio Free Europe, emphasizing that Montenegro would not return to the previous state and transfer its state competencies to new state structure. ENERGETIC CHANCES OF MONTENEGRO MONTENEGRIN COAST - RICH WITH OIL Podgorica - The energetic future of Montenegro is in using natural gas - estimate the experts of Kotor's "Jugopetrol". The past years' researches show that Montenegrin submarine area has great potentials with regard to oil deposits, so that the works on test drills will start in the area of Montenegrin coast as early as this year, and for each of them almost US$ 20 million is necessary. These researches can be realized only in co-operation with foreign partners and, regarding the fact that the research area is prepared, it is attractive for every company. Solana je najavljujuci taj susret rekao da su crnogorsko - srpski pregovori krenuli u pozitivnom smjeru i da ce danasnji susret u Beogradu doprinijeti napretku u rjesavanju tog problema - pisu podgoricki mediji. BRISEL: USVOJENO 10 OD 12 NACELA UNIJE CRNE GORE I SRBIJE EKONOMSKA I MONETARNA PITANJA NIJESU RIJESENA Podgorica - Politicka rukovodstva Podgorice i Beograda u dosadasnjim pregovorima usaglasili su deset od dvanaest krupnih nacela buduce unije Crne Gore i Srbije, a dvije jos nerijesene tacke odnose se na valutu i ekonomski sistem - pisu podgoricki mediji, pozivajuci se na agencijske izvore u Briselu. Evropske diplomate u Briselu tvrde da su dvanaest krupnih nacela o ustrojstvu nove savezne drzave Crne Gore i Srbije stavljena na papir, a da ce ona biti naknadno doradjena i od strucnjaka pretvorena u zakonsko - institucionalne mehanizme. PREDSJEDNISTVO DPS UOCI PREGOVORA U BEOGRADU DIJALOG U ZAVRSNOJ FAZI Podgorica - Danasnji sastanak najvisih crnogorskih i srpskih zvanicnika uz prisustvo visokog predstavnika Evropske unije (EU) Havijera Solane, uvod je u zavrsnu fazu crnogorsko - srpskog dijaloga - izjavio je portparol crnogorske vladajuce Demokraske Partije Socijalista (DPS) Igor Luksic, nakon sinocnje sjednice Predsjednistva te partije. Luksic je u jucerasnjoj izjavi za podgoricke "Vijesti" rekao da ce danasnji susret crnogorskih i srpskih zvanicnika i Solane u Beogradu, biti uvod "u davanje konacnog odgovora na pitanje da li je privremeni sporazum rjesenje drzavno - pravnog statusa Crne Gore u ovom trenutku, ili je to referendum u maju". Portparol DPS-a je dodao da ce se tek vidjeti hoce li 15. mart biti dan kada ce se znati ishod crnogorsko - srpskog dijaloga i da nece biti smetnje ako planirani rok bude probijen za koji dan. SAVJETNIK CRNOGORSKOG PREDSJEDNIKA MIODRAG VUKOVIC: SVAJCARSKI MODEL NIJE DOBAR PRIMJER Podgorica - Svajcarski model nije dobar primjer za rjesavanje buducih odnosa Crne Gore i Srbije - rekao je savjetnik crnogorskog predsjednika Miodrag Vukovic, komentarisuci izjavu savjetnika predsjednika Jugoslavije Predraga Simica o predlogu koji Savezna Republika Jugoslavija (SRJ) nudi Crnoj Gori za rjesenje buducih odnosa dvije republike. Svajcarski kantoni nemaju drzavno - pravni subjektivitet, niti drzavni kapacitet koji danas ima Crna Gora - rekao je Vukovic za Radio "Slobodna Evropa", isticuci da Crna Gora nece da se vraca unazad i da svoje drzavne nadleznosti prenosi na novu drzavnu strukturu. ENERGETSKE SANSE CRNE GORE CRNOGORSKO PRIMORJE - BOGATO NAFTOM Podgorica - Energetska buducnost Crne Gore je u koriscenju prirodnog gasa - ocjena je strucnjaka kotorskog "Jugopetrola". Istrazivanja posljednjih godina pokazuju da je podmorje Crne Gore proizvodno, sto se tice nalazista nafte, tako da ce vec ove godine na podrucju Crnogorskog primorja poceti radovi na istraznim busotinama, a za svaku od njih je potrebno obezbijediti blizu 20 miliona dolara. Ta istrazivanja jedino se mogu realizovati u saradnji sa inostranim partnerima, a s obzirom da je istrazno podrucje pripremljeno, ono je i atraktivno za svaku kompaniju.
