DJUKANOVIC - MICHEL MEETING
REQUIRED CORRECT INTERPRETATION OF THE AGREEMENT
Podgorica - Montenegrin President Milo Djukanovic met yesterday Belgian
Foreign Minister Louis Michel. They discussed the implementation of the
Agreement on principles of future relations between Serbia and
Montenegro, as well as bilateral co-operation between Belgium and
Montenegro.
Proper and correct interpretation and consistent implementation of the
Agreement are very important, and the process of harmonization of
relations between Montenegro and Serbia must be done according to a
European Union (EU) model - said Djukanovic immediately after the
meeting.
The Belgian Diplomacy Chief characterized the Agreement as being
important not only for its signatories but also for the entire region.
Thus, he will try to introduce Belgian investors to Montenegrin
businessmen, because the realized contract between the "Interbru"
Company and the "Trebjesa" Brewery offers guaranties for further
investing in Montenegro.

DJUKANOVIC: MICUNOVIC IS COMPLICATING MONTENEGRIN-SERBIAN RELATIONS
Podgorica - High Belgrade officials` determination for future Federal
deputies of Serbia and Montenegro to be chosen through immediate
elections, and not through the present Montenegrin Parliament structure,
is a form of "complicating" of the process of harmonization of relations
between Serbia and Montenegro - said Montenegrin President Milo
Djukanovic.
Such an attitude of the president of Council of Citizens of Federal
Parliament Dragoljub Micunovic and of other Belgrade officials "points
to a danger of incorrect interpretation of the Agreement" - said
Djukanovic.
The Agreement very precisely deals with the question, and it is said
that Serbian and Montenegrin elections will be organized according to
the Republic laws; thus, it is the Republic Parliaments` duty to pass
their laws - Djukanovic said.
How the laws will look like and which electoral model for the Parliament
of the joint state will be, depends on political will in each Parliament
- said Djukanovic.
AGREEMENT BETWEEN THE PRESIDENT OF MONTENEGRIN PARLIAMENT VESNA PEROVIC
AND WHIPS PARLIAMENT WILL CHOSE REPRESENTATIVES TO WORK ON
CONSTITUTIONAL CHARTER CREATION
Podgorica - At a recently held meeting of the President of Montenegrin
Parliament Vesna Perovic and Whips, it has been agreed that Montenegrin
Parliament would chose an expert team of its representatives to work on
the creation of Constitutional Charter. That is expected to take place
at the session scheduled for 23 April, in a framework of Belgrade
Agreement proposals - quote Podgorica`s "Vijesti".
According to the proposal of parties from the ruling coalition bloc -
Democratic Party of Socialists (DPS) and Social Democratic Party (SDP) -
the expert team should work in a manner so that no decision could be
adopted without the approval of the majority of representatives.
"If the attitude on each Parliament appointing five representatives for
the expert team should remain, DPS and SDP will insist upon having three
of them from the sovereign bloc" - quote "Vijesti".
STABLE RELATIONS BETWEEN WASHINGTON AND PODGORICA IMPROVED AFTER SIGNING
OF THE BELGRADE AGREEMENT AMERICAN HELP TO MONTENEGRO ACCORDING TO THE

Podgorica - Programs intended to help Montenegrin Government in
conducting the already started process of economic and democratic
reforms are unfolding according to the plan. They have not been
influenced by suspensions put on Belgrade after 31 March - said American
Government Coordinator for help to Euro-Asian countries in transition
William Taylor.
Montenegro has long had, and it will remain to have, a rather clear
passage in bilateral relations with American administration and Congress

The Washington-Podgorica relations are moving along a continuously
stable route, and have been additionally improved "since the Government
and Parliament of Montenegro have accepted the European Union (EU)
backed proposal for a three year delay of the independence referendum" -

MASTER PLAN CONCEPT FOR TOURISM DEVELOPMENT PRESENTED IN ULCINJ VELIKA

Podgorica - A Master Plan concept for development of tourism in the
Velika Plaza area, created by a German firm "DEG" and financed by the
German Government, was presented yesterday in Ulcinj.
Velika Plaza (Grand Beach) is a real pearl of nature, so singular that
it should definitely be preserved the way it is, together with
everything that will be built there - said Fridrich Engel, one of the
authors of the project.
For the present moment it is necessary to create conditions for
international investors to financially back the construction of hotel
blocks.
The realization of that project, together with projects in Herceg Novi,
Boka kotorska, and Skadar Lake, will bring to Montenegro some 20 million
overnight stays, with the income of 1.5 billion EUR - said Engel.
MONTENEGRIN MINISTRY OF EDUCATION AND SCIENCE
EDUCATION REFORMS REQUIRE HELP
Podgorica - Montenegrin budget is limited, and the reform of education
is a very expensive project - said Montenegrin Education Minister Ph.D.
Predrag Ivanovic.
That is why, in order to realize the project, the Ministry of Education
and Science will seek partners among foreign donators too.
At the University of Montenegro yesterday was held the first conference
with foreign donators, who have up to now in many ways helped
modernizing of educational system in Montenegro.

SPORAZUM NEOPHODNO KOREKTNO TUMACITI
Podgorica - Implementacija Sporazuma o principima buducih odnosa Srbije
i Crne Gore i bilateralna saradnja Belgije i Crne Gore - teme su o
kojima je juce crnogorski predsjednik Milo Djukanovic razgovarao sa
ministrom inostranih poslova Belgije Lujom Miselom.
Vazna je korektna interprertacija i valjano tumacenje Sporazuma i
njegova dosljedna implementacija, a proces harmonizacije odnosa Crne
Gore i Srbije mora biti po uzoru na Evropsku uniju (EU) - rekao je
Djukanovic novinarima, nakon susreta sa Miselom.
Belgijski sef diplomatije ocijenio je da je Sporazum vazan ne samo za
njegove potpisnike, vec i za cio region, te da ce nastojati da belgijske
investitore poveze sa crnogorskim privrednicima, jer realizovani ugovor
kompanije "Interbru" i pivare "Trebjesa" pruza garancije za dalje
investicije u Crnoj Gori.

DJUKANOVIC: MICUNOVIC KOMPLIKUJE ODNOSE CRNE GORE I SRBIJE
Podgorica - Zalaganje visokih beogradskih zvanicnika da se buduci
savezni poslanici Srbije i Crne Gore biraju na neposrednim izborima, a
ne iz postojeceg sastava Paralmenta Crne Gore, predstavlja vid
"komplikovanja" procesa harmonizacije odnosa izmedju Srbije i Crne Gore
- ocjena je crnogorskog predsjednika Mila Djukanovica.
Taj stav predsjednika Vijeca gradjana Savezne skupstine Dragoiljuba
Micunovica i drugih beogradskih zvanicnika "ukazuje na opasnost od
nekorektne interpretacije Sporazuma"- rekao je Djukanovic.
U Sporazumu je to pitanje potpuno precizno definisano i receno je da ce
se izbori u Srbiji i Crnoj Gori organizovati u skladu sa republickim
zakonima i prema tome, republiblicki parlamenti su obavezni da donesu
svoje zakone-pojasnio je crnogorski predsjednik.
Kako ce ti zakoni izgledati, koji ce model izbora za Parlament zajednice
biti, to zavisi od politicke volje u jednom i drugom Parlamentu -
istakao je Djukanovic.

Podgorica -Na nedavnom sastanku predsjednika crnogorskog Parlamenta
Vesne Perovic sa sefovima poslanickih grupa ,dogovoreno je da Skupstina
Crne Gore na sjednici koja pocinje 23. aprila, u okviru zakljucaka o
beogradskom Sporazumu izabere svoje predstavnike, koji ce raditi na

BEOGRADSKOG SPORAZUMA AMERICKA POMOC CRNOJ GORI PO PLANU
Podgorica - Programi predvidjeni za pomoc Vladi u Podgorici u
sprovodjenju zapocetog procesa ekonomskih i demokratskih reformi,
odvijaju se po planu i na njih ne utice suspenzija koja je poslije 31.
marta na snazi prema Beogradu - rekao je koordinator americke Vlade za
pomoc evroazijskim zemljama u tranziciji Vilijem Tejlor.
Crna Gora odavno ima, a imace i ubuduce olaksan prolaz u bilateralnim

PREDSTAVLJEN KONCEPT MASTER - PLANA RAZVOJA TURIZMA U ULCINJU VELIKA
PLAZA - JEDINSTVENI DRAGULJ PRIRODE U SVIJETU
Podgorica - U Ulcinju je juce predstavljen koncept Master - plana
razvoja turizma za podrucje Velike plaze u Ulcinju, koji je uradila
njemacka firma "DEG", a finasirala Vlada Njemacke.
Velika plaza je pravi dragulj prirode, rijedak u svijetu i kao takvu je
treba sacuvati uz sve sto se tamo bude gradilo - rekao je Fridrih Engel
jedan od autora tog projekta.
Za sada je neophodno stvoriti uslove za medjunarodne investitore, koji
ce finansirati izgradnju hotelskih kompleksa.
Realizacijom tog koncepta, uz projekte u Herceg Novom, Boki kotorskoj i
Skadarskom jezeru, Crna Gora ce godisnje imati oko 20 miliona nocenja,
sto ce donijeti prihod od blizu 1,5 milijardi eura - rekao je Engel.
CRNOGORSKO MINISTARSTVO PROSVJETE I NAUKE:
REFORMI OBRAZOVANJA POTREBNA POMOC
Podgorica - Budzet Crne Gore je ogranicen, a reforma obrazovanja je
izuzetno skup projekat - rekao je crnogorski ministar prosvjete prof. dr
Predrag Ivanovic.
Zbog toga ce Ministarstvo prosvjete i nauke traziti partnere i medju
stranim donatorima za realizaciju projekta reformi obrazovanja.
U tom pravcu juce je na Univezitetu Crne Gore organizovana prva
konferencija sa donatorima, koji su do sada, na bilo koji nacin pomagali
modernizaciju obrazovnog sistema u Crnoj Gori.
