TODAY IN BELGRADE
COMMISSION FOR DRAFTING THE CONSTITUTIONAL CHARTER CONTINUES WITH THE
WORK
Podgorica - The Commission for drafting the Constitutional Charter of
the state union of Serbia and Montenegro will proceed with its work in
Belgrade today.
The affairs of joint state union institutions are expected to be defined
at today's session. The Commission will be working in subcommissions,
which are supposed to state precisely the authorities of five state's
ministries.
Working out of details of the Belgrade Agreement regarding the state's
court of law, army, human rights and economic relations is also expected
to take place.

Podgorica - Member of Montenegro's team for drafting the Constitutional
Charter Miodrag Vukovic said that half of the solutions agreed upon in
the Commission for drafting the document has an alternative.
We thought that least problems we would have in defining joint
institutions, but we had to face the fact that different points of view
on the character of the future state union reflected on every segment of
the work - Vukovic said.
He also stated to Podgorica news agency MINA that members of the
Commission would finish off the question regarding authorities of the
Ministries` Council and the court of law of the future state union in
Belgrade today.

NO MENTION OF THE CENTRAL BANK IN THE AGREEMENT
Podgorica - The Agreement on defining relations between Serbia and
Montenegro does not state that there should be one central bank - said
president of the Council of the Central Bank of Montenegro Ljubisa
Krgovic in his interview for Podgorica daily newspaper "Pobjeda".
The creators of the Agreement explicitly stated the institutions of the
state union of Serbia and Montenegro - the Presidency, the Government,
the Court of Law - and if they thought there ought to be also one
central bank, that would also be written down in the Agreement - Krgovic
said.

KOMISIJA ZA IZRADU USTAVNE POVELJE NASTAVLJA RAD
Podgorica - Komisija za izradu ustavne povelje drzavne zajednice Srbije
i Crne Gore danas u Beogradu nastavlja rad.
Na dnevnom redu je definisanje poslova zajednickih institucija buduce
drzavne zajednice, a Komisija ?e raditi u podkomisijama,koje bi trebalo
da se bave preciziranjem ovlascenja pet ministarstava zajednice.
Nakon toga planirano je da se predje na razradu Beogradskog sporazuma u
dijelu koji se odnosi na sud zajednice, vojsku, ljudska prava i
ekonomske odnose.

Podgorica - Clan crnogorskog tima za izradu ustavne povelje Miodrag
Vukovic izjavio je da polovina rjesenja dogovorenih u Komisiji za izradu
tog dokumenta ima alternativu.
Mislili smo da cemo u definisanju zajednickih institucija imati najmanje
problema, ali smo sesuocili sa cinjenicom da se razlicita gledanja na
karakter buduce zajednice odrzavaju na svaki segment rada - rekao je
Vukovic.
Vukovic je izjavio podgorickoj agenciji MINA, da ce clanovi Komisije
danas u Beogradu doraditi nadleznosti ministarskog savjeta i suda buduce
drazvne zajednice.
DIREKTOR BEOGRADSKOG FORUMA ZA ETNICKE ODNOSE DUSAN JANJIC: VENECIJANSKA
KOMISIJA UNOSI NEPOTREBNU SMETNJU
Podgorica - Dokument Venecijanske komisije predstavlja pokusaj
centralizacije vlasti u saveznoj drzavi - ocjena je direktora
beogradskog Foruma za etnicke odnose Dusana Janjica.
"Venecijanska komisija je neformalna grupa koja proizvodi previse
zakona, barem sto se tice Srbije i Savezne Republike Jugoslavij (SRJ)" -
rekao je Janjic podgorickom radiju "Antena M".
Janjic je kazao da taj dokument Venecijanske komisije nastoji da
raspravu o odnosima Srbije i Crne Gore vrati na februar 2000. godine i
predstavlja pokusaj da se na mala vrata, potpuno nerealno i u pogresno
vrijeme izvrsi centralizacija vlasti.

SPORAZUMU SE NE POMINJE CENTRALNA BANKA
Podgorica - U sporazumu o definisanju odnosa izmedju Srbije i Crne Gore
nigdje ne pise da je predvidjena jedna centralna banka - rekao je za
podgoricku "Pobjedu" predsjednik Savjeta Centralne banke Ljubisa
Krgovic.
Sporazumom su tacno predvidjene institucije zajednice drzave Srbije i
Crne Gore - predsjednistvo, vlada, skupstina, sud, a da su htjeli
odnosno, ocijenili da je potrebna jedna centralna banka, to bi i
napisali u sporazumu - kaze Krgovic.
