MONTENEGRO PARLIAMENTARY PARTIES REPRESENTATIVES AND THE OSCE ENVOYS
TALKED ABOUT THE MEDIA AND ELECTORAL LAWS COORDINATED ATTITUDE TO REPEAL
THE MEDIA LAW ADOPTED IN JULY
Podgorica - The representatives of Montenegro's parliamentary parties,
together with the experts of the OSCE and the Council of Europe,
coordinated yesterday the majority of controversial regulations of the
media and electoral laws - inform Podgorica media.
It was agreed to repeal the media laws adopted in July and to pass new
regulations through a consensus for early parliamentary elections on
October 6.
It has been basically agreed to restrict the authorities of the
president of the electoral commissions. Thus, they will be able to annul
a ballot only with the accordance of all other members.
The compromise was reached also regarding ballot boxes. At the elections
of October 6, transparent ballot boxes will be used, but the ballots
will be thicker.
However, they have not reached a compromise regarding shortening of the
number of mandates to the representatives of the Albanian parties in the
Parliament of Montenegro.
The working group of the Montenegrin Parliament for drafting the media
and election laws will proceed with its work today.
EXTRAORDINARY SESSION OF MONTENEGRIN PARLIAMENT ENDED
LAWS ON EDUCATION AND HEALTH CARE NOT ADOPTED
Podgorica - The Montenegrin Parliament did not adopt yesterday the set
of laws on education and health care, proposed by the Republic
Government.
Against the six laws, which were supposed to organize the educational
system of Montenegro in a new way, voted the representatives of the
coalition "Together for Yugoslavia" and the Democratic Alliance in
Montenegro.
The representatives of the Democratic Party of Socialists (DPS) and the
Social Democratic Party (SDP) voted in favor of the law, and the
representatives of the Liberal Alliance (LS) remained sustained.
In favor of the two laws on health care voted only the representatives
of the DPS, whereas the representatives of the ZZJ coalition voted
against, and the representatives of the LSCG were once again sustained
$5 MILLION FOR ENERGETICS APPROVED TO MONTENEGRO
Podgorica - The World Bank approved last night a US$5 million loan to
Montenegro for the pilot project of urgent stabilization of the supply
of electric power - informs MINA Agency.
The project implies the introduction of automated measuring and
calculating the amount of the electricity consumed, as well as the
introduction of a modern management information system in the Electrical
Industry of Montenegro (EPCG).
The loan is due in 20 years, and grace period is 10 years. The EPCG will
participate in financing this project with US $2 million.
This project's goal is to determine whether the consumers will cut down
on the illicit use of electric power and whether the payment will rise
after introducing remote measuring and automatic invoicing.

MEDIJSKI ZAKONI USVOJENI U JULU
Podgorica-Predstavnici crnogorskih parlamentarnih partija, uz ucesce
eksperata OEBS-a i Savjeta Evrope, usaglasili su juce vecinu spornih
odredbi izbornih i medijskih zakona, pisu podgoricki mediji.
Na sastanku je dogovoreno da se medijski zakoni, koju su usvojeni u
julu, ukinu, ali da se konsenzusom donesu nova pravila za vanredne
parlamentarne izbore 6. oktobra
Nacelno je dogovoreno da se ovlascenja predsjednika izbornih komisija
smanji, tako da ce oni, jedino uz saglasnost ostalih clanova, moci da
poniste glasacki listic. Kompromis je postignut i u vezi koriscenja
glasackih kutija. Na izborima 6. oktobra koristice se prozirne kutije,
ali ce se povecati gramaza glasackih listica. Sporne su ostale jedino
odredbe o skaracenju broja mandata predstavnicima albanskih partija u
crnogorskom parlamentu.
Radna grupa crnogorskog parlamenta za izradu izbornih i medijskih zakona
danas nastavlja rad.
ZAVRSENA VANREDNA SJEDNICA SKUPSTINE REPUBLIKE CRNE GORE PARLAMENT NIJE
USVOJIO ZAKONE IZ OBRAZOVANJA I ZDRAVSTVA
Podgorica- Crnogorski parlament juce nije usvojio set zakona iz oblasti
obrazovanja, koje je predlozila republicka vlada. Protiv sest zakona
koji su na nov nacin trebali da urede obrazovni sistem Crne Gore glasali
su poslanici "Koalicije za Jugoslaviju"(KZJ) i Demokratskog saveza u
Crnoj Gori. Poslanici Demokratske partije socijalista(DPS) i
Socijaldemokratske
partije(SDP) glasali su za usvajanje zakona, a uzdrzani su bili
predstavnici Liberalnog saveza(LS).
Za dva zakona iz oblasti zdravstva glasali su samo poslanici DPS, dok su
KZJ i SDP bili protiv, a poslanici LSCG uzdrzani.
CRNOJ GORI ODOBRENO PET MILIONA DOLARA ZA ENERGETIKU
Podgorica - Svjetska Banka je Crnoj Gori sinoc odobrila kredit od pet
miliona US dolara, za pilot projekat hitne stabilizacije snabdijevanja
elektricnom energijom, kako javlja agencija MINA.
Projekat predvidja uvodjenje automatizovanog mjerenja i obracuna
utrosene energije i uvodjenje modernog upravljackog informacionog
sistema u Elektroprivredu Crne Gore(EPCG). Rok dospijeca kredita je 20,
a grejs period 10 godina. EPCG ce sufinansirati ovaj projekat sa 2
miliona US dolara .
Cilj projekta je da ispita da li ce potrosaci smanjiti nelegalno
koriscenje elektricne energije i da li ce se naplata povecati nakon
uvodjenja daljinskog mjerenja i automatskog fakturisanja.
PROJEKAT REFORMI SISTEMA OBRAZOVANJA ZAUSTAVLJEN, REKAO CRNOGORSKI
MINISTAR PROSVJETE I NAUKE
Podgorica-Crnogorski ministar prosvjete i nauke Predrag Ivanovic,
izjavio je da neusvajanje seta zakona iz oblasti obrazovanja predstavlja
klasicnu destrukciju poslanika Koalicije Zajedno za Jugoslaviju i
Liberalnog saveza.
"Nazalost, ovaj veliki projekat reformi sistema obrazovanja je
zaustavljen. Ne preostaje nam nista drugo, nego da sacekamo vanredne
parlamentarne izbore uvjereni da ce gradjani Crne Gore izabrati
parlament, koji je ce biti dostojan zahtjevu da generacije u Crnoj Gori
imaju kvalitetno obrazovanje", kazao je Ivanovic novinarima, u pauzi
zasijedanja Parlamenta.
