MEMBER OF THE COMMISSION FOR DRAFTING THE CONSTITUTIONAL CHARTER MIODRAG
VUKOVIC:
NECESSARY HELP FROM THE EUROPEAN UNION

Podgorica - The member of the Commission for drafting the constitutional
charter of the joint state union of Serbia and Montenegro, Miodrag
Vukovic, stated that the crisis in drafting the charter might be
overcome only with the help of the European Union (EU).

Vukovic stated to Radio Free Europe that the EU ought to express clearly
its dissatisfaction with attitudes of some members of the Commission
towards their work, or to state that Serbia and Montenegro should finish
the work on the charter by themselves.

He said that it would be the best for the Governments of Serbia and
Montenegro to try to reach a final agreement without the representatives
of the Federal Parliament, but "that kind of scenario is not what the EU
wants for the time being".

Member of the Constitutional Commission Ranko Kadic was of a different
opinion. According to him, the only way out of the crisis was for the
members of the official Montenegro to acknowledge the existence of
Yugoslavia and accept the regulations that would make the future state
union a state.

Kadic concluded that it was impossible to exclude the representatives of
the Federal Parliament from the process of drafting the charter, since
that would represent the violation of the Belgrade Agreement.

AN AGREEMENT ABOUT PREVLAKA SOON TO COME

Podgorica - We could expect the agreement about Prevlaka to be signed
prior to the arrival of Secretary General of the United Nations (UN)
Kofi Annan in Zagreb on November 21 - stated Head of the Committee for
Foreign Policy of Croatia's Parliament Zdravko Tomac.

Croatia's Premier Mate Granic confirmed to BETA Agency that the Croatian
Government did not wish to guess whether the negotiator from the other
side would be Yugoslavia or Montenegro.

BRITISH AMBASSADOR ANNOUNCED THE EU INVESTMENTS IN MONTENEGRO AND
SERBIA:
EUR 5 BILLION BY 2008

Podgorica - Great Britain's Ambassador to Belgrade Charles Crawford
announced that the European Union (EU) would invest EUR 5 billion in
Montenegro and Serbia by year 2008.

Crawford pointed out that the EU was going to invest in Montenegro and
Serbia because it wanted to help them and because it had confidence in
them, regardless of the current problems they were facing about the
reorganization of their relations, which are very complicated.

He said that in the process of approaching Europe, Montenegro and Serbia
would have to accept the European procedure, underlining that it
represented huge work which would take years to be done.

CLAN USTAVNE KOMISIJE ZA PISANJE POVELJE MIODRAG VUKOVIC: NEOPHODNA
POMOC EVROPSKE UNIJE

Podgorica - Clan Komisije za pisanje Ustavne povelje buduce zajednicke
drzave Srbije i Crne Gore Miodrag Vukovic izjavio je da se kriza u
pisanju povelje moze prevazici jedino uz pomoc Evropske Unije (EU).

Vukovic je radiju "Slobodna Evropa" rekao da EU treba da jasno izrazi
nezadovoljstvo odnosom pojedinih clanova Komisije prema poslu ili da
kaze da Srbija i Crna Gora treba same da zavrse rad na Povelji.

On je ocijenio da bi najbolje bilo da se oko konacnog teksta Ustavne
povelje dogovore Vlade Srbije i Crne Gore bez predstavnika federalnog
parlamenta, ali da "za sada takav scenario ne zeli EU".

Razlicito misljenje izrazio je clan Ustavne komisije Ranko Kadic
ocijenivsi je da je jedini nacin izlaska iz krize da predstavnici
zvanicne Crne Gore priznaju postojanje Jugoslavije i pristanu na odredbe
koje ce buducu zajednicu uciniti drzavom.

Kadic je zakljucio da je nemoguce iskljuciti predstavnike federalnog
parlamenta iz procesa pisanja povelje, jer bi to bilo krsenje
Beogradskog sporazuma.

SPORAZUM O PREVLACI USKORO

Podgorica - Pregovori o Prevlaci su pri kraju i  moze se ocekivati da
sporazum bude potpisan prije dolaska generalnog sekretara Ujedinjenih
nacija Kofija Anana u Zagreb 21. novembra - rekao je sef odbora za
spoljnu politiku hrvatskog parlamenta Zdravko Tomac

Hrvatski premijer Mate Granic je za agenciju "Beta" potvrdio da hrvatska
Vlada ne zeli da procjenjuje o tome da li ce pregovarac sa druge strane
biti Jugoslavija ili Crna Gora.


BRITANSKI AMBASADOR NAJAVIO ULAGANJA EU U CRNU GORU I SRBIJU: DO
2008.GODINE PET MILIJARDI EURA

Podgorica - Ambasador Velike Britanije u Beogradu Carls Kroford najavio
je da ce Evropska Unija (EU) u periodu do 2008.godine uloziti pet
milijardi eura u Crnu Goru i Srbiju.

Kroford je naglasio da EU investira u Crnu Goru i Srbiju zbog toga sto
zeli da im pomogne i ima povjerenje u njih, bez obzira na aktuelne
probleme oko dogovora o uredjenju odnosa, koji su veoma komplikovani.

On je ocijenio da u procesu evropeizacije, Crna Gora i Srbija moraju
prihvatiti evropsku proceduru, istakavsi da je to ogroman posao koji ce
trajati godinama.
