        In the configuration file , we can see the below list:
flexus.set "-uarch:off-chip-se"           "150"                # 
(OffChipLatency) Off-Chip Side-Effect latency
flexus.set "-uarch:on-chip-se"            "1"                  # 
(OnChipLatency) On-Chip Side-Effect latency
flexus.set "-memory:time"                 "100"                # (Delay) Access 
time

  How to understand the OffChipLatency and OnChipLatency? 
OffChipLatency means the latency between core with cache?
OnChipLatency means the latency between core with memory? If it's right, then 
what's the different with memory:time?
