R Voorhoost pointed out on the GitHUB mailing list that PIP10 is working
correctly.
The issues appear to have been cockpit errors. First, the DECtape must
be attached with the -F switch, to create an 18b-formatted image.
Second, the syntax for PIP10 is very finicky. For example, I was trying:
*DTA0:/Z
instead of
*DTA0:</Z
to initialize the tape.
Following his instructions, I've been able to verify PIP10 operation.
