I will note that I have been playing with the 4.0 beta simh vax on a Pi Zero in just the last few days. I have had no errors on the self-test, and no difficulties with the networking when running OpenVMS. Note that the Pi Zero has no Ethernet port, but simh works when the XQ device is bridged with the WiFi on the Raspberry Pi host. It also works (TCP only) when using "attach XQ nat: ..." as documented.
