Bruce, I work for a K-12 school district and we don't get free copies of FileMaker. How did MIT manage such a sweet deal? For the rest of us that don't get free copies of FileMaker Robert Moran had offered to make up PC and Mac runtime versions. The runtime does lock the user out of some features but as long as they don't need to make modifications it will work OK and not require FileMaker.
Did FileMaker send you any free copies of FileMaker Advanced that could be used to make the runtime versions?
