The delay occurs when Timeline needs to paint another section of the Timeline as the new section is scrolled into view. The painting takes longer in IE than any other browser because the Javascript (JS) engine in IE is the slowest of any major browser. There is no known cure. The problem is that in Firefox this is quiet smooth and in IE it goes with delay, stopping at some locations for a fraction of a second or so.. Is there some way to minimize this effect or some settings that can cause this, or is this a browser problem ?
