Yes. createBandInfo is called to set up the overall definition of a timeline Band, primarily the ether definition and decorators for the Band. createHotZoneBandInfo is used to create regions (called 'zones') of the Band that differ in their ether, primarily in the pixelsPerInterval, Timeline unit and magnification setting.
You can see this clearly in the JFK example. The top band is set at a default interval unit of WEEK, but has an array of zones using intervals of DAY, HOUR and even MINUTE. This allows you to define timeline Bands that use a coarse time interval where your data points are sparse, and a finer time interval where your events occur much close together.
