Yes, this is entirely doable. You do need to create your own functions to compute appropriate labels (Khz, Mhz, etc) and compare start/end values. You'd write a custom ether, which would allow you to do things like a log scale for frequencies. You'd need your own units.js to handle frequencies instead of dates. And a labeller to handle the strings shown in your bands.
