I think its because you're selecting the text on the timeline. You'll get the same effect (ie the blue) if you use your mouse to select the text on any other part of the page. When it happens on the timeline you're mouse cursor is actually off the timeline field while your mouse button is down and then as you drag your cursor across the timeline any text you touch is getting highlighted.
