FWIW, in re-reading the man page I see the top paragraph says what you 
describe, but the
parameter documentation says:

       constset (optional)
              Yes or No (values are case insensitive, default is Yes).

That may also need adjustment in the docs :).  Though case-insensitive also is 
good -- I
had to manipulate mine to be sure it was lowercase as I was not sure.
