Setting logging to 'problems' in the General settings tells SIMS to only
record 'SYSTEM' messages of level 'problems' (level 3) or lower in the log.
The logging level shown in the log display is what the display window's filter
is set to (it'll only show you messages of that level or less, even if there
are higher level messages in the log). You should see that, even though the
message level filter is set at 'all info' (level 5), there are no SYSTEM
messages of level 4 or 5 being shown, because none are being written to the
log. Also note that, in addition to SYSTEM message logging which is set in the
General settings window, each of SIMS' different services (SMTP, POP, PWD,
Notification, HTTP) can have their logging levels set independently of one
another.
