In order of how I'd debug this:
First, check the obvious:
Pop is enabled with enough channels, the client account isn't disabled.
the account is not set to require APOP, TCP is configured correctly.
Try eliminating things. Try hitting your server by IP instead of name and
also try a local client set to 127.0.0.1 to make sure it isn't wonkiness is
name resolution. If the clients are on the other side of a firewall (yours
or theirs), the firewall may be filtering port 110.
Try turning on Low level routing in for POP and then checking the mail.
This will get you much more detailed information on where the fail happens.
Try connecting via telnet and stepping through the prompts.
