On a SIMS 1.8b8 server I have set up one account for which I have configured (using 
CommuniGator), in the "Privileges" area, only "Can connect", "Can monitor Services" 
and "Can modify accounts". I have not enabled (for this account) the "Can configure 
services" or "Can interrupt services".

With these settings, I'd expected that this user could add and delete or at least 
"modify accounts", however, when logging in to the web admin as that user and clicking 
the "accounts" button, I'm told "You are registered with the server but you do not 
have the right to access the requested information."

If I enable "Can configure services" then this user can access the accounts as 
desired, but can also have his way with the router, SMTP settings, etc. There doesn't 
seem to be a way to empower someone to simply add/remove/modify accounts and nothing 
more, via the web admin, despite the "Can modify accounts" setting.

A bug?

Continuing, if I leave "Can configure services" enabled but disable "Can modify 
accounts", I can still modify accounts via the web admin. This doesn't sound right.

What is the purpose of the "Can monitor Services" option? Is that strictly talking 
about CommuniGator? By itself or with "Can connect" it doesn't seem to enable anything 
via the web admin.

It appears that the web admin is "all or nothing" and the other permissions -- 
"Privileges" --  set via CommuniGator apply only to CommuniGator sessions over the 
LAN. Is that it?

It would be nice to be able to enable account maintenance (and nothing more) for web 
admin. Perhaps it would be handy for CommuniGator to have separate settings for the 
assorted privileges:

[x] Can modify accounts (web).
[  ] Can modify accounts (LAN).
