Turns out the problem was not TCP/IP or the wiring (I really do hate
coincidences). In case anyone runs into the error again! I found it
amazingly fast on Technet, should have tried that first.
"On the client side I get a "Filtering Error (-199)" using Outlook Express
for Mac v5.0." opps, that systems still had v4.5 installed.

We just had our building re-wired and a new switch put in. My Mac systems
are able to login to network shares and print, but they can't receive mail.
Sent messages go just fine. My switch software shows the ports as being
down, but I can access things just fine (if I turn on sharing, the systems
show up in the chooser,ect.) except mail. The switch shows the mail server
port as up. They were all up just fine, the switch has been in 5 days, then
at 3pm, wham the mail wouldn't send. So, the switch could be a bloody
coincidence(I hate that).
