No, use 64.213.215.0-64.213.215.255 instead

"/24" means that 24 bits (leftmost) present the network number. The rest - node number
in that network. IP4 address is 32 bits long, so "/24" leaves 8 bits for node number.
8 bits may represent numbers from 0 to 255, so
64.213.215.0/24 becomes 64.213.215.0-64.213.215.255.
If it were 64.213.215.16/28, then the range would be
64.213.215.16-64.213.215.31. (32-28=4 bits for node number; 4 bits represent numbers
0-15)
