I am pretty sure the problem lies in the fact that SIMS doesn't support Rules. That is a menu choice kicking around because Communigator is also used to configure Communigate, which DOES support rules. It makes it a bit misleading, but I can't really blame Stalker for not bothering to make a different version of Communigator for SIMS... its kind of tough to justify lots of programming time to better support a free, "unsupported" product.
