Now, maybe I am missing something, but why can't you just take the failed 
email, and reformat the headers entirely, and move it to the submitted 
folder?

I have never tried, but that thought just occured to me. So, since that 
seems like a simple solution (no shutting down SIMS), what is wrong with 
doing it that way?
