Even with a zero missing, it is still more than 3 times the deliveries to 
sent.

Assuming 2 zeros missing, it becomes less than a third confirmed 
deliveries - this is more reasonable;  but, still difficult to achieve 
(as I would guestimate *_significantly_* less than 10% of mail servers on 
the 'Net are configured to send delivery receipts).
