AFAIK, SIMS requires a password every time an account is logged onto. 
This implies that the issue is not with SIMS. The only possibility 
might be if there is some kind of password caching for temporarily 
trusted clients, but this doesn't seem likely to me.

I don't know why such a setting would make any difference.

Unless someone tells me something I don't know about SIMS (possible), 
I think the server is the wrong place to look. This is a client issue.

Correct, except the router "deals" with outgoing mail also if a 
domain is set to ERROR, FYI.
