Yes, of course you are right.  As I said in my original reply (relevant 
part reproduced below)

SIMS keeps every single message "irrespective of status" that passes 
through it - as I said this only happens when you use CommuniGator and 
change the "delete failed messages after" setting - if you use the web 
interface, things work as one would expect them to.
