Do you by any chance have some other SMTP/POP server besides SIMS on the same
machine that's already binding to ports 25 and 110? F'rinstance, if the
machine is also running WebSTAR, make sure the Mail plug-in is not running.
Double-check your TCP/IP settings, making sure that 'load only when needed' is
_unchecked_. Otherwise, it sounds like maybe some odd OpenTransport error.
