You can accomplish this with SIMS and MailBurst. Users can enable and disable the Auto Replies themselves as well as update content. No admin time necessary. (The Auto Replies were designed years ago for a company who's sole business was renting auto-reply robots -- he had a few thousand and ListSTAR was too slow at the time... taking 45 minutes just to start up.)
