This is called a "joe-job" and evidently nanae (news.admin.net-abuse.email) is quite aware of this practice and deals with it appropriately. Suspicious spams are checked pretty carefully for "joe jobbing." Most joe-jobs are currently directed at the anti-spam zealots, bu there have been several directed at companies. After spending several days in nanae I have to say I've done a complete about-face. In the face of evidence that ISPs were knowingly moving spammers to "clean" IP addresses it becomes clear that something like SPEWs is necessary.
