Or if he's been flagged by an RBL which you're making use of with SIMS.
If you've determined he's made one or more positive hits on some of your
accounts, those accounts would be open to spam from them after the
Havesting is finished and he's no longer tempbanned (assuming you don't
static blacklist him).

Short of the static blacklisting, or RBL'ing, another option might be to
change the account name of one of the successfully harvested accounts to
something else if you or the user don't mind, and then turn that harvested
address into a SpamTrap.

Blacklisting his IP only protects you from Spam from that server.  If he
sells the harvested addresses, then turning one into a SpamTrap protects
you to some extent from future spam from any server using that list (so
long as the recipient list of the spam continues to contain your SpamTrap
address).
