I'm sure it does, but the error was happening within moments of launch,
and looking at the All Files area of Communigator, every item in the queue
seemed to be in a resend attempt.

No.  Other active software on the machine is QuickDNS Pro, LetterRip,
NotifyMail (simply to tell LetterRip to check mail when a list message
comes into the requests account in SIMS), and VNC Server.  I've had mail
back up a bit on me numerous times in the past on 8b8 and didn't see this
effect, nor has the OS or applications running changed since.
