I'm not sure if this will fix your problem but, for other reasons, you should really upgrade SIMS to at least version 1.8b8, if not to 1.8b9d14. They're technically beta versions, but they've been rock solid for many of us for a long time, and they have some important anti-spam widgets that are not in 1.7. And it's entirely possible that they correct the behavior that you've observed in 1.7.
