As a starting point take a look at Bill Cole's personal blacklist set, which he has 
revealed to us on an FYI basis.  It has proven itself to be an excellent resource for 
me.  It contains whole ranges of IPs that I've been able to blacklist with little or 
no noticeable collateral damage.

If you look be sure to read all of his caveats and remember that you are responsible 
for any use of it, and don't bother him with questions etc.  :)
