Have you restarted SIMS with Pagesentry off? It is possible that SIMS 
couldn't bind the port at startup because Pagesentry was using it. 
Having failed, SIMS probably would not make any more attempts to 
activate its Web interface. Perhaps that also has an effect on the 
Communigator interface.
