"Appeared" would seem to be the operative word.
Here's the test when that "appeared" to be accepted:

SIMS says it will accept it. But when you look at the SIMS logs, you find
that it really went nowhere since it appears SIMS just flat out doesn't know
what to do with an address with % in it (an addressing scheme that in the
old days was called "poor-man's routing" and was used to force a relay from
one system through a system that connected to another system back when there
was not one all encompassing Internet). I don't believe most of the
respectable blacklists consider a relay attempt as successful unless the
mail actually makes it - appearing to accept it doesn't count.

Sounds like it made SIMS's temp-ban list.
