If its not a "proper" firewall (assuming one can have a proper firewall 
on a Windoze box) but, a proxy server configured to act as a firewall, or 
a mis-configured firewall - it might just be that SIMS is only responding 
to a POP3 connect coming through the firewall/proxy;  and, the 
firewall/proxy is getting confused (conjecture based on little or no 
information).
